The Case for a New Federal Tax Credit for Political Contributions

Campaign fundraising is entering into a new era with the recent passage of the McCain-Feingold Bipartisan Campaign Finance Reform Act of 2002. While McCain-Feingold is expected to cause significant changes in campaign funding, more can be done to broaden the base of political contributions. For example, one proposed reform to encourage average citizens to participate in the political system is to offer a federal tax credit for donations under $200. This event will include a discussion of a report by David Rosenberg on the federal and state experience with small donation tax credits, as well as a panel discussion to examine the feasibility of such tax credits.
