Continuity of Government Commission Meeting
About This Event

Please join the Continuity of Government Commission on Wednesday, October 16, at the Brookings Institution for our second, and final meeting. The Continuity of Government Commission was established to make recommendations to ensure the continuity of our three branches of government after a terrorist attack.

Launched by AEI and the Brookings Institution, the commission's honorary cochairs are Presidents Carter and Ford. Lloyd Cutler and Alan Simpson chair the commission, which includes former speakers Thomas Foley, Newt Gingrich, and others who have served at the highest levels of government. Norman J. Ornstein, AEI, and Thomas E. Mann, Brookings, are senior counselors to the project.

On September 23, 2002, the Continuity of Government Commission held a hearing-style meeting to listen to expert testimony from witnesses on the issue of continuity of government for the Congress, presidency, and Supreme Court. It also heard from a number of Members of Congress who have made efforts to address these problems.

On October 16, 2002, the commission, with the assistance of outside experts, will begin to formulate recommendations to be included in our final report.

Ornstein
  • Norman Ornstein is a long-time observer of Congress and politics. He writes a weekly column for Roll Call and is an election analyst for CBS News. He served as codirector of the AEI-Brookings Election Reform Project and participates in AEI's Election Watch series. He also serves as a senior counselor to the Continuity of Government Commission. Mr. Ornstein led a working group of scholars and practitioners that helped shape the law, known as McCain-Feingold, that reformed the campaign financing system. He was elected as a fellow of the American Academy of Arts and Sciences in 2004. His many books include The Permanent Campaign and Its Future (AEI Press, 2000); the coauthored The Broken Branch: How Congress is Failing America and How to Get It Back on Track (Oxford University Press, 2006); and, most recently, Vital Statistics on Congress 2008 (Brookings Institution Press, 2008), also coauthored.
