Mr. Yoo’s presentation will be followed by a discussion of the legal framework of the War on Terror with Jeffrey Rosen of the George Washington University Law School and The New Republic, and Kenneth W. Starr, dean of Pepperdine University School of Law. Gary Schmitt, a resident scholar and director of AEI’s Program on Advanced Strategic Studies, will moderate.
