On the occasion of the tenth anniversary of welfare reform, AEI scholar and welfare expert Douglas J. Besharov (bio) is available to comment. Mr. Besharov, the Joseph J. and Violet Jacobs Scholar in Social Welfare Studies at AEI and a professor at the University of Maryland School of Public Policy, is currently leading a project to redefine the poverty measure.

Mr. Besharov’s most recent article about the anniversary evaluates the 1996 Welfare Reform Act’s effectiveness and calls for additional reforms.
