The United States and its allies and partners must not only understand Iran’s regional strategy and influence but also develop a coherent strategy of their own with which to confront them. Considering the relative economic, political, and diplomatic power of the two sides, it is unacceptable for the United States and its allies to allow Iran even such progress as it has made in these realms.

American policy makers have failed to implement this strategy outside of Iraq, Afghanistan, and Pakistan. The result has been a growing threat from the Gulf of Aden region, where two of al Qaeda’s franchises—al Qaeda in the Arabian Peninsula (AQAP) in Yemen and al Shabaab in Somalia—have established safe havens. The Gulf Coast oil spill offers an opportunity to reflect on the basic principles of tort law, which makes clear that in this case full economic damages are appropriate but punitive damages should not be pursued.

BP and the Minerals Management Service share responsibility for the Gulf oil spill, and while BP should ultimately pay for the damages, action must also be taken by the U.S. government to reform the leasing process for offshore areas.

While there may not be many viable options to stop oil from spilling into the Gulf, there are obvious actions that can be taken to improve cleanup efforts, but the Obama administration is resisting these remedies.
