It seems likely that India will continue to downplay any concerns it may have over potential Pakistani links to the Mumbai attacks in the interest of keeping the line to Islamabad open.

Is India a weak link in what used to be called the global war on terror?

India has long experienced terrorism--usually from isolated ethnic insurgencies in remote parts of the country. More recent attacks--including in Mumbai in 2008--are being committed by urban, middle-class jihadists, often with the tacit support of Pakistan.

Pakistan has shown surprising determination and competence in its struggle against one part of the Islamist network. The United States must show similar determination and competence in our struggle against the other.
