The new head of an international think tank program that focuses on the expansion of NATO and on policy issues of common interest to the United States and Europe has ambitious plans to expand the reach and influence of the program on both sides of the Atlantic.

As NATO summits go, this weekend's meeting of the alliance's members in Chicago may be memorable if only for being the least memorable one in recent history. Of course, quiet summits are not necessarily bad summits. 

By year's end we hope to see a historical enlargement of the European Union and of NATO--bolstered by a strong partnership across the Atlantic, united by common values and beliefs.
