Is global governance fundamentally different from earlier forms of international cooperation? Is it a necessary response to the effects of globalization? Does the U.S. Constitution limit the ways the United States can engage in global governance? The AEI Project on Sovereignty will explore the effects of globalization on international law, institutions and the Constitution.

Every day patients receive treatments that do not work properly. For many this means no relief from symptoms, but for some death is the result. Yet concerted action against such products is limited. Before we can discuss why that's the case, I will attempt to explain what kind of products don’t work, and what we should call them.
The purpose of this paper is to explore the ways in which the supplement-notsupplant requirement works against the goals of Title I and to offer suggestions for alternatives that better promote the responsible use of Title I funds.
