Immediately following today's release of the FY 2013 House GOP budget plan, Congressman Paul Ryan, chairman of the House Budget Committee, spoke at AEI about some of the major policy proposals in the new plan and their implications for the American people. In particular, he highlighted Medicare, arguing that based on current projections, the system must undergo drastic reform to survive beyond the coming decade without compromising America's future economic growth. He contended that the Obama administration's recently released budget does not adequately address the future consequences of current health care legislation, particularly with regard to the Independent Program Advisory Board, and ultimately increases potential loopholes in the system. Congressman Ryan also voiced his concerns over the budget cuts facing the defense industry and, to that end, noted that his "Path to Prosperity" plan moves to ameliorate the nearly $55 billion in FY 2013 cuts to the defense budget mandated under sequestration.

Congressman Ryan asserted that by focusing on limited government regulation, maximizing free enterprise and leaving personal choices to the individual, this House GOP budget puts America back on a path toward growth. He reiterated his belief that the coming budgetary crisis is as avoidable as it is recognizable and emphasized the responsibility of the president, Senate and Congress to act according to their legal and moral obligations in the best interests of the American people. Congressman Ryan concluded, "People came to America for an opportunity. That opportunity has been lost in some ways, but it is not too late to repair the fundamental principles and get back on the path to prosperity. Let's give Americans the future they deserve."

Chairman Ryan will outline a principled blueprint for American renewal that sharply contrasts with the president’s path to debt and decline. Furthermore, he will make the case for optimism about the growing bipartisan consensus that recognizes the need for bold, growth-oriented reforms. These remarks will be followed by a question-and-answer period hosted by AEI President Arthur C. Brooks.

Speaker Biographies

Arthur C. Brooks is the president of AEI. Until January 1, 2009, he was the Louis A. Bantle Professor of Business and Government Policy at Syracuse University. He is the author of eight books and many articles on topics ranging from the economics of the arts to applied mathematics. His most recent books include “The Battle: How the Fight Between Free Enterprise and Big Government Will Shape America's Future” (Basic Books, May 2010), “Gross National Happiness” (Basic Books, 2008), “Social Entrepreneurship” (Prentice-Hall, 2008) and “Who Really Cares” (Basic Books, 2006). Before pursuing his work in public policy, Mr. Brooks spent twelve years as a professional French hornist with the City Orchestra of Barcelona and other ensembles. Mr. Brooks is the author of the forthcoming book, ”The Road to Freedom,” to be released on May 8, 2012.

Paul Ryan
is currently serving his seventh term representing Wisconsin's first congressional district in the U.S. House of Representatives. He is the chairman of the House Budget Committee, where he has worked to bring fiscal discipline and accountability to the federal government. Mr. Ryan is also a senior member of the House Ways and Means Committee, which has jurisdiction over tax policy, Social Security, health care and trade laws. Author of "A Roadmap for America's Future" and the House-passed Path to Prosperity budget, Mr. Ryan has emerged as a leading reformer with solutions aimed at tackling the nation’s looming debt-fueled economic crisis.  He was previously an aide to former U.S. Senator Bob Kasten (R-Wis.), the legislative director to former U.S. Senator Sam Brownback (R-Kan.), and an economic adviser and speechwriter for former vice presidential candidate Jack Kemp and former drug czar William Bennett. Before entering Congress, Mr. Ryan worked at Ryan Incorporated Central, a family-owned construction firm based in Janesville, Wisconsin.
